1 Introductions, apologies, substitutions and declarations of interest
1.1 The Chair welcomed Members to the meeting of the Children, Young People and Education Committee.

2 Do disabled children and young people have equal access to education and childcare? - evidence session 1
2.1 The Committee heard evidence from the Children’s Commissioner for Wales.
2.2 The Commissioner agreed to share with the Committee comments from Children and Young People on the impact that discrimination is having on their mental health and wellbeing and how this is affecting the education outcomes of learners.
2.3 The Commissioner agreed to provide when
published a joint report with the Welsh Language Commissioner on
Welsh-medium provision for those with additional learning
needs.
3 Do disabled children and young people have equal access to education and childcare? - evidence session 2
3.1 The Committee heard evidence from the Equality and Human Rights Commission.
3.2 The Commission agreed to contact stakeholders to see what the provision of support to families is like in rural areas.
3.3 The Commission agreed to provide any evidence suggesting families are moving their children into specialist provision due to the waiting times for assessments in mainstream education.

5 Motion under Standing Order 17.42(ix) to resolve to exclude the public from the remainder of this meeting
5.1 The motion was agreed.
6 Do disabled children and young people have equal access to education and childcare? - consideration of the evidence
6.1 The Committee considered the evidence it had heard in the previous sessions.
6.2 Members agreed to follow up on some
specific points that were raised with the Welsh Language
Commissioner and the Future Generations Commissioner.
7 Legislative Consent Memorandum on the Illegal Migration Bill - consideration of the approach
7.1 Members agreed to joint working with the Equality and Social Justice Committee.
7.2 They agreed to write to the Minister for
Social Justice and the Deputy Minister for Social Services to seek
further information and to write to key stakeholders to seek their
views.
8 Update on Committee activities
8.1 Members provided oral updates on Committee activities that they had undertaken during the term.
